Joshimath's cracks reopened a question India has deferred for decades: how much of the Himalayas can be tunnelled and dammed before the mountain answers back.

In January 2023, residents of Joshimath, a town in Uttarakhand that serves as the last major settlement before pilgrims and trekkers head toward Badrinath and the Valley of Flowers, began waking up to fresh cracks running through the walls and floors of their homes. Within weeks, more than eight hundred structures had been marked unsafe, families were relocated to temporary shelters, and a national conversation reopened about whether the pace and scale of construction in the Himalayas, roads, hydropower tunnels and hotels alike, had exceeded what the young, geologically unstable mountain range could bear.

Joshimath sits on the deposits of an ancient landslide, a fact documented in a government-commissioned report as far back as 1976, which had recommended limiting heavy construction in the area. That warning was progressively ignored as the town grew as a staging point for the Char Dham pilgrimage circuit and as a base for infrastructure projects including the Tapovan-Vishnugad hydropower project on the Alaknanda river. Geologists and hydrologists remain divided on the precise mix of causes behind the 2023 subsidence, citing unplanned urbanisation, drainage failures, and tunnelling vibrations from nearby hydropower construction as contributing factors, but the broader pattern the episode illustrates is not seriously disputed: the central Himalayas are being built upon at a pace that has outrun the geological and hydrological studies needed to build safely.

A decade of warnings written in disaster

Joshimath was not an isolated event but the latest in a sequence. The 2013 Kedarnath disaster, triggered by unusually intense rainfall combined with a glacial lake outburst, killed thousands of pilgrims and was widely attributed by post-disaster expert committees, including one led by scientist Ravi Chopra for the Supreme Court, to unregulated construction of hydropower projects and roads that had altered river channels and slope stability across the Mandakini valley. The 2021 Chamoli disaster, in which a chunk of glacier and rock broke away and triggered a flash flood that destroyed the Rishiganga and damaged the Tapovan hydropower projects, killing over a hundred people, again drew attention to the risks of building energy infrastructure directly in the path of glacial and periglacial hazards that climate change is making less predictable, not more.

Each disaster has produced expert committees, court interventions and temporary construction moratoria, and each time the underlying development pressure, for pilgrimage tourism revenue, for hydropower income that hill states rely on given their limited industrial tax base, and for strategic road connectivity along the border with China, has reasserted itself once public attention moved on. The Char Dham all-weather road project, intended partly to improve access for pilgrims and partly to support military logistics near the border, proceeded through Supreme Court litigation over its width and environmental clearance process, with the government ultimately securing an exception to widen roads beyond limits recommended by its own expert panel, citing defence requirements.

The strategic case that complicates a simple ban

It would be intellectually dishonest to treat this purely as reckless development versus prudent conservation. Uttarakhand and Himachal Pradesh are border states adjoining a Chinese frontier where India has historically lagged in road and logistics infrastructure compared to development on the Chinese side of the Line of Actual Control. The 2020 Galwan clash and the subsequent military standoff sharpened official conviction that all-weather roads and improved connectivity in these valleys were not optional infrastructure vanity projects but security necessities. Hydropower, similarly, offers hill states a genuine and relatively clean revenue stream in regions with few other large-scale economic opportunities beyond tourism and agriculture, both of which carry their own ecological footprints. Halting all hydropower and road construction in the Himalayas is neither economically nor strategically realistic, and advocates for a blanket moratorium rarely grapple honestly with what alternative revenue or security architecture would replace it.

Where the trade-off has been managed badly

The more defensible critique is not that hydropower and connectivity infrastructure should not exist in the Himalayas, but that India has consistently under-invested in the geological and hydrological groundwork needed to build it safely. Environmental clearance processes for Himalayan hydropower projects have repeatedly been criticised, including by the Comptroller and Auditor General, for relying on cumulative impact assessments that arrive after multiple projects on the same river system have already been approved individually, missing the compounding effects of several dams and tunnels on a single fragile valley. The Supreme Court's own expert committee following Kedarnath recommended a moratorium on new hydropower projects above a certain altitude in ecologically sensitive stretches of the Alaknanda and Bhagirathi basins, a recommendation that successive governments have only partially implemented, allowing projects already under construction to continue while restricting some new approvals.

Glacial lake outburst flood risk, the mechanism behind the Chamoli disaster, remains inadequately monitored across the Himalayan arc despite scientific consensus that warming temperatures are increasing the number and volatility of such lakes. A comprehensive, funded, real-time monitoring network for high-altitude glacial lakes, paired with hazard maps that are actually binding on construction approvals rather than advisory, would represent the single highest-value investment India could make to reduce the risk of future Chamoli-style disasters, yet it remains underfunded relative to the scale of ongoing construction it is meant to inform.

Living with the mountain rather than against it

The Himalayas are geologically among the youngest and most tectonically active mountain ranges on earth, still rising and still adjusting through the earthquakes and landslides that are the ordinary, if violent, business of young mountains. Development in such terrain is not inherently illegitimate, but it demands a degree of caution, monitoring and willingness to say no to specific projects in specific unstable locations that India's institutional culture, oriented toward project completion targets and revenue generation, has found difficult to sustain once initial warnings fade from headlines. Joshimath's cracked walls are a reminder that geological warnings do not expire simply because they go unheeded for decades. The mountain keeps its own ledger, and eventually it comes due.
