Digital India 2.0

India built digital public infrastructure at a scale few countries have matched — identity, payments, document exchange — and it changed how services are delivered. The next phase is harder. Exclusion errors in authentication still deny entitlements to the people least able to appeal. Data protection rules exist but their exemptions, enforcement capacity and independence will decide whether they protect citizens in practice. Algorithmic decision-making is entering welfare, policing and credit with little public explanation or right of appeal. Connectivity and device access remain unequal by income, gender and geography, so digitisation can widen gaps it was meant to close. Cyber-fraud has scaled faster than redress mechanisms. And a growing share of public discourse runs through platforms whose incentives reward engagement over accuracy, with limited transparency about how attention is allocated.

Digital systems are becoming the default gateway to ration, pension, admission, credit and identity itself. When they work, they cut leakage and humiliation out of public service. When they fail silently, the person excluded usually has no counter, no phone number and no hearing. Getting the rights architecture right — appeal, correction, privacy, offline fallback — protects everyone, including those who never think about it.
