India produces a large volume of research output and a small volume of research that changes practice. Gross expenditure on research and development remains low as a share of national income, and an unusually large share of it is public rather than private. University research is constrained by teaching loads, procurement delays, short grant cycles and administrative burden; industry R&D is concentrated in a few sectors and firms. Career paths for researchers are uncertain enough that talent moves abroad or into unrelated work. Scientific advice enters policymaking irregularly and often informally, so decisions on health, energy, agriculture and technology are made without transparent evidence review. Public scientific temper is also under strain: pseudoscience circulates widely, and the distinction between peer-reviewed evidence and confident assertion is blurred in mainstream discussion. Innovation policy focuses on startup counts rather than on the deep research pipeline that makes durable innovation possible.

Nothing India wants — energy security, affordable medicine, climate resilience, defence capability, productive agriculture — is achievable without domestic research strength. And scientific temper is a constitutional duty for a reason: a public that can distinguish evidence from assertion makes better decisions about everything from vaccines to river-linking projects.
