India is urbanising faster than it is planning. Master plans are often outdated before they are notified, enforcement is inconsistent, and land-use decisions are made through exceptions rather than through the plan. Municipal governments — the tier closest to residents — usually lack financial autonomy, technical staff and the devolved powers promised by constitutional amendment, so they cannot maintain what state agencies build. Public transport is under-supplied while road space is continuously expanded, guaranteeing congestion. Stormwater drains are encroached, so ordinary rainfall floods neighbourhoods. Solid waste is collected but rarely segregated or processed. Meanwhile 'smart city' spending frequently prioritises visible technology over the unglamorous fundamentals: footpaths, drainage, water supply, waste processing, and a functioning property tax base that could pay for all of them.

Most Indians will live in cities within a generation, and cities generate the majority of national output. How they are planned determines commute times, housing costs, flooding risk, air quality and whether a family can live near work. Urban governance is also where citizens can most realistically win improvements, because the distance between a resident, a ward councillor and a visible outcome is short.
